Quick Fan question

So i have these scythe fans that have a PCI bracket attached to them so i can adjust the speed with a knob.

Is it just a resistor in there?

Can i cut it off and just connect the leads back together and have it run at full speed?

Yes. Your just bypassing the resister so it's no biggie.
