it's normal for a PSU to be warm. Not sure about hot - it depends how you define hot. If it's burning your finger there's probably something wrong.

the fan should be sucking air through the PSU and blowing it out the back.

I have the same case. You definitely want to remove that HD bay unless you need to put HD's in there (and since you can fit 3 up front. . . . ). Your airflow will improve dramatically.
 
right now i have only 1 hd and i keep it in the bay by the psu. do you suggest i move it?

and it doesnt get hot that i cant keep my hand on it i would just say its warmer then other parts of the comp.
 
it's going to be warmer than some of the other parts of the computer. Electrical power produces heat, and computer PSUs are running a hell of a lot of power these days.

As for moving the drive - yeah, I would. Why make the PSU fan work harder than it has to by trying to suck air from around that drive cage when you could give it a straight shot. Some might argue that the rear 90mm fan will interfere with the PSU fan, and that'll certainly happen to an extent but I don't think either fan is powerful enough to create enough of a vaccum in front of it to cause a big issue.

The other advantage is that with the drive up front you have a nice 120mm fan blowing cool air onto it instead of a 90mm fan sucking hot case air over it.
 
what do u mean by the rear 90mm interfere with the psu fan?
 
I'm assuming you have the fan behind the rear hard drive cage? If not, disregard. Otherwise, it's gonna be technically sucking air from the same space that the PSU fan wants to draw air from.

but i dont understand quite understand what you mean.
if i remove the cage wont that just make it worse then?
