Questions, GPU Fan Speed

I just purchased a new PNY 250 GTS 1GB card. Is there any way to control the GPU fan speed from the point that I start my computer? It seems to take about 45 seconds for the software to kick in and back down the fan from 100% to 35%. Is there a way to flash the card so that it will start up at 35% instead of 100%? I would hate to have to take the card back and find one with a better fan. The fan is very quiet at 35%, but at 100%, it could wake the nieghbors.

unlikely, still you can play around with fan settings NiBiTor editing your Geforce BIOS.

but still the "loud" noise is just during boot up, not THAT annoying, geez
