Yes w/c will make the temps of your cpu and gpu lower. I just ordered the Swiftech Apex kit for my PD 830, it is probably the best and easiet kit out. I personally wanted a pre-built kit b/c this is my first step into w/c.

What you are referring to, as I understand it however, is the case temperature. In this you are correct in your assumption. Watercooling your CPU and GPU will greatly reduce your internal case temperature (if you have the radiator external or so that the fans are exhausting). This is because the watercooling is taking out the two most significant heat sources from your computer. Their heat is now being dissipated away from the other components, which helps to lower temperatures.
