It's not your bare skin that causes ESD, it's whether or not you are grounded. You can handle parts just fine with your bare hands if you just get a grounding wrist strap.
You can put on whatever type of gloves you want. The type of glove you wear has nothing to do with Electro Static Discharge. You asked if using rubber gloves would stop ESD, and I said that the gloves don't matter. So YES you can use rubber gloves to handle electronic equipment. NO it will not keep you from giving off ESD, because like I said in my first reply, it's whether or not you are grounded which controls your static electricity buildup.
