Question with Blur reduction features and Refresh rate..

If i enable the 1ms blur reduction, can i still get 144 hz/FPS? Or is half the 144hz the strobe, so its only displaying 72hz worth for frames, 72hz of strobe? Or does it keep the 144hz but inserts the strobe.. so basicly its refreshing at 288hz Strobe/Fps combined... As you can tell, im confused.. Id like to beable to freesync up to 144hz with 1ms blur reduction option enabled. Considering the LG 34UC79G-B, but would like someone school me on how the blur reduction and refresh rate of the LCD work together.
