question, voltage freq reading

hi huys. im new on this :) so im still confused.

my msi core center reads the +5v at 4.8* + only, it never goes up to 5. and the 12v at 11.2* only sometimes goes down at 10.**, never goes up to 12.

is this normal? whats wrong with this reading.

also any suggestions on other program tools to monitor the freq or psu unit. :confused:

This is very normal with software readings of voltages. Software is unreliable on the best of days. Get a multimeter and check the voltages.
 
My sister's PC was showing the 12V as 11.74V and 5V as 4.6V while the 3.3V rail was showing 2.89V.

A quick check with a DMM showed the 12V rail was at 12.05V and the 5V rail was at 5.08V. I didn't check the 3.3V rail but I'm pretty sure it's the same case.
