Question regarding CPU speed and CPU FSB

I have some knowledge regarding PC hardware but I have a question that I can't seem to explain to my friend.

Basically he's debating between two laptop. One has a lower cpu speed at 1.4GHz but the FSB is clocked 800MHz(Dell Vostro) whereas the other laptop is 1.8GHz but the FSB is clocked at 533MHz(HP.)

If I remember correctly the CPU speed is dictated by RAM speed/timing x FSB. So I'm kind of confused on what's going on.

Oh and what would be the better choice? :D
 
CPU speed is determined by the CPU multiplier (x) system bus speed. System bus speed is the FSB divided by four.

CPU1 has a bus speed of 200. CPU2 has a bus speed of 133.25.

So:

CPU1: 7 x 200 = 1400
CPU2: 13.5 x 133.25 = 1800

The 1.4GHZ (CPU1) processor with 800mhz FSB has a lower multiplier than the 1.8GHZ (CPU2) processor with 533 FSB.

The choice is really up to your friend. More than likely the 800mhz FSB model (CPU1) is of the Core 2 variety, and if this is the case I would choose that one hands-down.
