I am planning to purchase a picoPSU DC-DC like this one:
http://www.mini-box.com/picoPSU-80
which is rated at 80W with a 12V input.

Q1. Is it safe to connect a 12V 5A(60W) AC-DC power brick to this even though the DC-DC is HIGHER?

Q2. Is it safe to connect a 12V 8.5A(102W) AC-DC power brick to this even though the DC-DC is LOWER?

I would imagine the answer to Q1 is yes, so long as the DC voltage is 12V. For Q2, I'm not sure, but I would imagine it is also safe, just that I wasted the extra 3.5A and paid extra for something I will neve need.

Thanks!
