I've got a set of Corsair XMS TwinX3200C2 DDR400 dual-channel memory and when I go into my BIOS and go to DRAM config, it shows the memclock as 266mhz. Shouldn't this be 200mhz or 400mhz since I've got PC3200? And the CAS latency is set at 3, I thought this should be 2.5?

so your running at 133 just set it to 200 and you should be at 400ddr then hope that helps
