I know it's basically a small water chiller but why aren't the tubes insulated? is it because the water still doesn't go below ambient because it's not powerful?
 
If you leave your computer on doing nothing at idle, it can get well below ambient, but won't stay there for long. But below ambient is not what you have to worry about, it's the dew point you have to worry about - if the temp gets below the dew point (which can vary from place/place, depends on temperature, pressure, etc.) THEN you get condensation.

The Freezone is designed never to go below the dew point, I presume it has temperature sensors and whatnot to limit itself to a safe temperature.
