My 12v is reading 11.19v. Could it be my mobo sensor being screwy? Or could this be that my PSU is under powering my system? I haven't had any stability issues so i'm not sure if this is something to worry about or not?

software voltage reporting is inaccurate, if you want true readings use a multimeter.
If your voltage is really 11.19v it would be on the low side but still within spec (12v +/- 10%)
