Question about reformatting

My brother is wanting to wipe his HDD on his Dell Notebook and he has WinXP Pro. Problem is that I'm not sure if there is anything he should be aware of before starting (I know nothing about laptops). In all honestly, I don't particulary remember how to reformat the HDD in WinXP because I'm used to using the DOS prompt to do it, so please instruct me how to do so.

For win 2k/winxp you just go into the bios and tell it to boot off the cd and restart the puter, all done :)
