question about painting case

You are correct in your question / statement, BUT - If you are in a living situation where you can't have the mess from sanding, you sure as hell won't be in one where you can stand the chemical stink / toxic danger of stripping agents.
 
Wear gloves. I stripped the paint off of lawn mower engine with some industrial strength orange goop, wearing gloves of course. Some of it got on my hands anyways when I took them off, I was peeling layers of skin off of my hands for a week. Not pretty. Worked like a champ though.

IIRC, the reason for sanding is to give the paint something to hold onto. It might still work well without sanding, but I wouldn't recommend it.
 
Stripping the existing paint isnt a bad idea, but you will still need to sand the bare metal in order to get the primer to stick properly. Then sand the primer to get a smooth surface. Without a pretty smooth primer base, your finished painted surface is going to look a lot like an orange rind. Then, of course, once you paint, you will need to sand the painted surface to make it smooth. In short, there is a lot of sanding required if you want the paint to look really good. I took the shortcut route on a shuttle bezel, and it looks pretty bumpy...Not terrible...just bumpy.

its not really the mess....its more of laziness
