question about overclocking 9700 pro

I was told that in order to tell if your video card is too hot you can put your finger on your card where the gpu is and feel how hot it is. Well, I put my finger on mine and after about 30 seconds or so it will start to burn my finger. Is this OK or should I lower my clock on my vcore. Currently I am at 391 at 1.8 v.
 
why dont u just lower your core a little so you dont need the extra volts. there are two other things you could do the first being putting a fan in the side panel to blow on the card. the second being that you could install the vga silencer
