Question about OCing FSB on P4 system

I have a DFI 875P-T board and a P4 with an adjustible (downward) multiplier, let's say I turn the multiplier down from 18 to 14 and increase the FSB speed to 250. So now my chip is actually running a little slower (3.5GHz instead of 3.6GHz). If I have trouble posting/benching at these settings, is it due to probs with the RAM or could it also be the CPU?

I was thinking since the CPU isn't overclocked, it would have to be a limitation somewhere else, am I right?
 
with your FSB at 250 you need ram that can be run at that speed prob Pc5600 or Pc5400 in ddr-2 or Pc4000 in ddr.

or you can try setting the speed fo the RAM in the BIOS to some slower speed.
ie. (3:4 of 4:5) usually just stated as slower Mhz (like 466 or something)
 
Or you might hit the limits of your motherboard. Mine craps out at anything higher than 258mhz.
 
If you can get to 3.6 ghz with a higher multi, your chip is capable of that. If the FSB craps out at 250 mhz, that is the motherboard or memory's fault.
