Hey since I put in my intake fan, my temps increase instead of lowering, will a HSF make the air flow better so that the intake fan will play a role in decreasing the temp instead of increasing?

Huh? Depends on how you have your fans set (intakes/exhaust) and how your HSF is blowing.

My setup I have an intake on the side panel blowing close to the HSF and the HSF blowing onto the heatsink.

An intake in the front, a blowhole up top on switch, and one lonely exhaust out back.

right now I have an exhaust...a HSF, and a intake...with the intake looks like my temp is more higher than b4

It could be becuase the intake (If it is blowing onto your HSF) is blowing more air than your HSF is. It screws up the airflow delio.
