Question about hooking up a PSU without a PC

I have a 300w PSU that I'm using to power a TEC. I got the molex on the TEC, and plugged it into the PSU. The PSU is out of the PC, so it's just sitting on a table right now for experimental purposes. I plugged the PSU in, and flipped it on, but it doesn't seem to power on. The fan doesn't spin, and it's not giving power to the PSU.

What I'm asking is does it need the PC to power on for it to go live? And if so, since it's not hooked up to a PC, how would I make it go live?

EDIT - I guess what I'm asking, is it seems as though the PSU needs a signal from the PC when powered on, to turn on. How do I duplicate that signal when the PC is not present?
 
Doof! That didn't last long. I powered up, the peltier got ice cold, then POP and the PSU stopped working.. hahaa.. Nice.
 
I just had to flick the breaker to get it to work.. The peltier works, but doesn't get as cold as I had hoped!!

Here's a quick test to see if it's working! hahahaaa

The rubber bands are just for testing.. I will use thermal epoxy for the finished product.
