Question about hidden partitions

Can hidden partitions interact with OS's? Can they monitor your computer in secret and do things based on the information they find?

Let's say I put a hidden partition on the drive that can't be erased by regular re-formatting. Now, would it be possible to have this partition secretly check an email address whenever given access to the internet? Even if the OS is changed, or re-installed, it will always do this.

If my laptop was ever stolen, I'd write an SOS and the computer would then send me back #IP numbers, keylogs, usage times, and anything else that was important.

On top of that, I guess putting in a stealth tracking device couldn't hurt. But I feel that something like that would be easily removed.
