Question about EAX sound cards.

I'm confused about EAX support. Many cards say they support "EAX" but do not specify if that's 1.0, 2.0, 3.0, 4.0 or what. I'm in the market for a cheap new card and I'm confronted with this issue. Here are my questions:

1) If a card "supports EAX" does that mean it supports ALL versions of EAX, or is there some hardware limitation that would make a card support (for example) EAX 2.0 but not EAX 3.0? In other words is each new EAX version just a software upgrade?

2) Do any non-Creative cards support EAX 2.0 and above?
