Zero, I wouldn't call it "crippled" as much as hindered.
Some of the numbers I've seen have shown a 33% or higher drop in performance relative to a full 16x/16x setup. Not completely crippled, but there's a large drop in potential performance.
Crippled is probably the better word to describe it, crossfire setups with the new 48xx cards have shown to be highly bottlenecked in a system that runs at 8x/8x when both ports are in use, you're looking at similar drops in FPS.

I am running 4850CF on an old PCIE 1.1 975x board where one slot is x16 and the other x8 where both slots run at x8 when 2 cards are installed and my benchmarks and results are in line with everything else I've seen. Scaling is perfectly normal. My cards in PCIE 1.1 x8 should be the equivalent of PCIE 2.0 x4 yet my scaling and results for benchmarks are right in line with that I've seen in the x48 motherboard reviews. I run at 1920x1200 with 4xAA and 8xAF. Crysis went from 24-32fps at 1680x1050/HIGH and cod2/cod4 both pretty much almost doubled (from 51fps to 91fps. Both lock at 91fps though for whatever reason because it never goes higher than that in either game).
Needless to say, I'm not sure how much more performance I would get by going to an x48 board. Some perhaps, but enough to justify the cost of these ridiculously expensive motherboards these days, the new processor, cpu cooler and ram? Not really.

Yes that's true. I'm crossfiring two 3870's on Foxconn P35A and it's faster but not what it could. I'm looking to move up with two PCIe 16x slots MOBO. That 4x ain't gonna do the job.
