Question about clocks speeds

I have a xfx 6970 oc'd to 910/1410. When I have 1 monitor connected the gpu clocks idles/downclocks to 150/250, but when I have two displays connected (one primary, one extended) the clocks idle at 500/1410. Is this normal for this gpu clocks?

Completely normal. You have to have a higher idle speed when using multiple monitors or you can suffer VPU recovery errors and flashing screens.
