question about clock speed

hi all, have a quick question.
i have an intel i5 750 2.66 ghz x4
when I open my control center that came with my mobo, and go to my cpu settings.
it is showing my clock speed at 1242 mhz. every now and then it jumps up to 2000+ mhz and then will go back down to 1242 mhz. is this normal? does it go up to the advertised 2.66ghz when it is needed, and when it is not the multiplier and clock speed go down?

i imagine it is probably normal, im just curious. Just want to make sure I'm getting all from my cpu that I'm suppose to be.
 
okay, i was also looking around at the overclock presets in the control center. i never applied any of them, just was looking at the settings from the presets. ( i think they only work when oc genie button is enabled on mobo) but anyway, while doing that I got my first BSOD since i build this pc about 2 months ago. dont know if it was related to what i was doing, but, since i have never had one before, i imagine it was.

one other thing that might be worth mentioning is...
I tried the oc genie button on my mobo once. It worked great at first, boosted me up to 3.4 ghz which was nice. and my temps on my cpu stayed below 40 c. most of the time even below 35 c. but after a few days, if i would leave my pc on for any long period of time (meaning anything over just a couple of hours) It would just freeze up, mouse would usually still move, but nothing would respond.
Once i disabled the OC Genie, this problem went away. was pretty disappointed, because i had hear good things about the o.c. genie with the core i5 750 processor. was suppose to work really well with that cpu.
 
reason i was looking into everything today, is i was trying to play new splinter cell, but was having a hard time keeping a steady fps, no matter what graphic settings i used.

core i5 750
4gb gskill ripjaw series ram
radeon xfx hd 5850

i should be able to run this game no problem on high settings.
