Hey, this has been bugging me for while..

Say I have a 720p video playing on a 32" 720p screen, then I have that same video playing on a 32" 1080p screen but it's being upscaled to 1080p to play on it. Will I notice any difference at all? Because It's the same exact size screen, but one is playing it at it's native size, and the other is stretching it to be bigger..

Depends on the source material and your sitting distance. Blurry material (almost all movies) will probably look the same.
With games there will be some difference in sharpness noticeable.

However this is only true for a real 720p display. (1280x720 res, I've never seen one in 32'')
You might even have less scaling artifacts on a 1080p (1920x1080) screen as a 720p monitor usually refers to an oddball 1366x768 resolution that also needs scaling to display a 720p source but unlike 1920x1080 isn't an easily calculated 1.5 times higher in both directions.
