Could the surge protector that I have my hardware plugged into be limiting the power of my PSU?
 
Theoretically? Yes.

Pratically? No.

If your PC was running full steam ahead, we can assume that it might be pulling as much as 400W at the outlet. That's just under 4A.

What else do you have plugged into the strip?

The strip should be able to handle a max load of 15A with probably a 4A to 10A capability per outlet. Any "loss" due to resistance caused by additional wiring, cuircuitry, switches, etc is minimal... unless the strip is BAD (i.e. defective.)
