Does it make sense to upgrade to a quad core over a dual core? I run muti-tasks, use photoshop, video encoding, internet, plus some gaming....

Generally, yes. It does. Video encoding often sees a benefit from quad cores, just make sure the program you use is SMP aware first.

Photoshop is also becoming increasingly multithreaded...

Heavy multitasking and video encoding should benefit from quad cores. AMD and Intel are moving more toward quad cores, so you may want to ask yourself if you'd want to spend $250-300 or more on a quad core now as opposed to waiting for them to become more mainstream.
