Quad core build problems

I built a new quad core system about a month ago and I have been having problems with it since the get-go. I used the Intel QX6800 for it, and I read reviews before I got it that the chip has a tendency to lag. My problems are beyond lag, I have constant problems with the system easily locking up and extremely slow response on certain functions. Im sorry for the long explanation on this, but I created a quick launch toolbar of sorts on my taskbar. Its a pulldown menu filled with several files, apps and folders, if I click a folder in that drop down it can easily take a minute from the time I click till it opens. Once the window opens and I click a file, sometimes that enough to cause the window to become non responsive. If I click a link in an X-fire IM window, it can take multiple minutes before it finally opens in a firefox window. If I click a link in an email (the client is Thunderbird) thats usually enough to lock up Thunderbird entirely. I have generally slow response to opening files from any sort of window, in addition to some windows in Control Panel.
I assume there is some setting or something that I am missing to help resolve this problem, because as it is right now, this thing is real close to being unusable. In addition, I built this system with 3gb of RAM, I knew going in that XP has problems running 3 but I gave it a try. Early on I removed the third gig and it has made no difference. If someone has a solution to this whole problem, do you also think I could go back to using the third gig?

Abit does not yet offer support for the board, so as far as I know the BIOS is up to date
Virus and spyware searches are coming back clean
 
What temps are you getting?

Are you sure the heatsink is mounted properly?
 
The temps right now are

CPU: 38 c
VGA: 57
Case: 32
HDD: 36

I bought the thermal right ultra 120 extreme - got it mounted correctly, got the screws as tight as they go but the heatsink can still be slid on the proc

Have not run any apps to prove the stability of the system
 
Check the event logs, make sure you're not getting hard disk errors.
