It's a Toshiba G55-802 (quad core 2.0) vs HP hdx 18 (dual core 2.8 )

1)
Which would be better for Photoshop?

2)
Which would be better for 3D application/rendering like Maya?

assuming maya and 3d apps are programmed to utilize 4 cores, then go with the toshiba. if not, the HP.

simple as that =)
 
check your software first. see if it will take advantage of more then 2 cores.
If it will go quad. If it doesn't, go for the faster dual core.
 
In general, if the quad core is only 2.0 ghz...is that still better than a dual core at 2.8 ghz?

Is this not pretty much the same question you originally asked? See above answers. Depends on the software. General usage would probably be faster on the dual.
 
The dual will be faster the vast majority of the time. Video encoding/rendering is one of the few things that really take advantage of quad cores. If you are doing "general" stuff 90% of the time and video encoding/rendering 10% of the time, the dual will be overall faster. If you do video 90% of the time and "general" use 10% of the time then the opposite.
