Q9550 reading core speed wrong?

I just purchased and installed a Q9550 in an Asus MB. I disabled speedstep in the bios but CPUZ still shows the core speed as 2000.0 MHz. If I put it under a load it does jump to 2833.0. I thought if you disabled speedstep that it would run at normal clock speed. Is this correct? Or is this a cpu or win 7 issue?

No its not reading it wrong. C1E automatically adjusts the clock speed to 2.003 GHz and ~1.05V when the machine is idle. I would not disable this because this saves a lot of power and heat.
