Q9550 Quad frequency fluctuating?

The specs:

Intel Core 2 Quad Q9550 Yorkfield 2.83GHz 12MB L2 Cache LGA 775 95W Quad-Core (6x mutiplier)
2x OCZ Reaper HPC 4GB (2 x 2GB) 240-Pin DDR2 SDRAM DDR2 1066 (PC2 8500)
2x Seagate Barracuda 7200.11 ST3500320AS 500GB 7200 32MB SATA 3.0Gb (@RAID0)

Vista Home Premium SP1

Set the MB to 400 FSB and the chip shows 3.84Ghz at boottime, but CPU-Z shows a fluctuating number. Anywhere from 2Ghz to 3.9Ghz. Vista shows the chip running at 2.83 (stock). Something wrong with the chip or is there something else I need to be trying to fidget with in the BIOS or does this sound normal? Been about 6 yrs since I OC'd last. Little rusty.

Thanks in advance for any insights or help you guys may have.

<<edit>> oh yeah- Vista device mgr shows 4 cores but they are not named or anything- just shows Unknown Device for each. Huh?!!? I had had bogus heat issues when i first got this the other day and seembled but updated BIOS the lastest 0205 I believe and that hasnt been an issue since but the chip still isnt recognized- even tho Vista lists it as a Q9550 @ 2.83 on the opening control panel thinger)
 
Vista shows the speed based on the processor type - doesn't matter if u OC it. My 3.6Ghz shows 2.4Ghz in Vista. What you are experiencing is the speed step. its normal
