Q6600 Throttling?

I just got my computer going, and I have CPU-Z installed. Everything is running at stock speeds but the CPU is going from 2.4ghz to 1.6ghz and from a 9x multiplier to a 6x.

I would like to get it to run at 9x all the time. How do I fix this?

Motherboard is a P5K Premium with the latest bios.

Edit: temps are not a problem. 33 idle.
 
Turn off the appropriate settings in bios that throttle the multiplier; check the manual.
 
Thanks for the quick reply. I tried setting the multiplier to manual and then to 9, and also disabling spread spectrum control. It is still jumping back and forth though.

I'm not sure what option it would be, I didn't see anything in my manual.

You should really search [H] to get some advice on all your bios settings; I'm sure you will find one; they should be similar to the p5k Deluxe settings.
