Q6600 stepping

It has a lower TDP, so whatever the reason, it does run cooler at the same speed.

Here's a QX6800 with a 130 watt TDP and a Thermal Specification of 54.8C

Does this mean the 6800 Quad runs cooler than an E4300? I don't think so.

I'll wait to see some actual core temperature tests done using retail processors. A lower TDP doesn't seem to mean too much with Intel processors.

The 11C increase in the maximum Tcase temperature might be more marketing than anything really new. The maximum Tcase for all Core Desktop processors has been extremely conservative since their introduction. I know my Core 2 Duo has no trouble running reliably 11C higher than the documented maximum Tcase temperature. Thermal throttling and shut down is controlled by the core temperature so a change in the Tcase rating might not give you any extra head room unless the max Tjunction or core temperature has also been changed.

The decreased wattage rating might also be marketing related. At default MHz, the original Core 2 Duo and Quad processors have no trouble running reliably at significantly less than default voltage. That's why they overclock so easily.

A drop in the default core voltage of approximately 0.06 volts should be enough to allow Intel to drop the wattage rating by 10 watts.

The G0 processors are looking good but not even Intel can significantly change the laws of physics that govern heat output of a 65 nm processor.
