Is there software I can get to check my power supply?
If so, where?
 
Motherboard Monitor (MBM) can log you various voltage rails as reported by the SMBus, however they can be "off" (most hardware monitors supplied by the mobo manufacturer do the same as does your BIOS)

a multimeter, while under load is the normal proceedure
but with the requirements of modern components (stability) logging with a multimeter under a dynamic load is the foolproof solution

can you say "overkill" :p

generally you just invest in a "good" PSU and than monitor with MBM (you can set alarms too)
