PSU review sites

I'm asking for a friend because my memory has failed me. My IRC friend keeps claiming to run into issues and is quick to blame the PSU. (his last POST problem was cheapo memory, being pulled from the slot it booted but now he's claiming won't POST now due to ethernet card)

Aren't there two or three websites (isn't a mod here at [H] a contributor to one of the sites?) that take the reviewed PSU apart and point out the various power stages, how power is converted, rectified, and all that good technical stuff? I cannot for the life of me recall the website or websites in question.

Plus, I'm in the market for a new PSU as I'm thinking about upgrading.
