basic spec being 5% there are many that are tighter than that
when comparing it to a supply that is just basic compliance however
well the CPU and many GPUs are now powered off the +12V rail, and the split rail was adopted from the server system infrastructure spec EPS12V, by having split rails your isolating the +12V rail that is powering the CPU from the dynamic loads introduced by drives
thus less fluctuation and more stable
the drawback of that is that amps from one rail arent available on the other
so its less flexible since the total +12V capacity is split and likely under employed on one rail at some point for some configs
