psu pulls too many amps

So, im equipped with a tagan bz1300 in my tower, and its rated to pull up to 18 amps. And when i plug it in, then flip the switch on the back to on, it lights up and the fans spin and everything goes on for maybe half a second. The problem im having is i think its pulling all 18 amps then, becuase its tripping 15A breakers. Any suggestions on solutions? Would make QC a lot easier, wouldnt have to rewire case...
 
"QC"?

The power supply will not pull all 18A at startup or it is broken and needs RMA. A computer's power supply will only pull as much power as the rest of the components demand of it.

How much other equipment and devices are running off that 15A circuit? Other computers? Appliances? Receivers/stereos? TV's? etc?

And its not at startup, it seems to do some sort of self check as soon as it gets power. It does fine at home and places, but at the convention, (no idea how its wired) but they have some power strips on a 15A breaker, thats all the information i could get, but I was tripping breakers last year.
