I have two issues.

I am trying to build a HTPC. I am running a 3800+ with a MSI K8N NEO2 Platinum mother board. I have a Antec 500W NeoPower2 that I was going to use for the power supply. I could not get the machine to turn on using this PSU or a 430W Antec PSU taken out of a machine running a old AMD Bartom 2400+M but it ran fine on a old 300W Antec PSU. How can I find out if this affects me?

Also, during the troubleshooting process I attached a tester to the 500W Antec. All the readings looked fine but the 5VSB ran fluxuated between 4.7V and 5.9V. Should I just toss this PSU?

Should I just throw the Antec 500W with the fluxuating 5VSB setting out?
 
It's possible that you are encountering that issue, although I personally can't really comment on it since I haven't experienced anything similar. I recommend that you try the PSU in a different computer and see if it works there.

As for the fluctuating +5VSB rail, that could simply be because the PSU doesn't have enough load on it. I suspect that if it is functional and if it is used while being loaded by an entire PC, the voltage would be in spec.
