PSU problem?

i have a thermaltake TR2-430W powering an ABIT NI8-SLI, XFX 7800GT, SATA II Seagate 160gb hd, Pentium 4 640, 1gb Corsair DDR2 memory, and a CD/DVD+/-R/RW optical drive.

i've been experiencing a problem where my computer will simply "crash"; screen will go black and my monitor will say that there's no video input and the sound will either start looping, continue for a few seconds and then stop or just stop altogether and i will have to press the restart button in order to get back to my desktop. i've checked window's error logs and there are no noted conflicts with drivers and i haven't gotten any blue screens whatsoever. i've noticed that my +12V voltage rails do drop down to about 11.5ish under load (both the +12V 24pin and +12V 4pin are at ~11.7 right now) so i was wondering if the power supply could be the problem here.

i wanted more opinions before i went ahead and bought a new power supply. also, if anyone could recommend a really good, stable one, that would be great.

That PSU only outputs 18A (possibly overrated) on the +12V rail so it very well may be hitting its limit.

What's your budget?
