PSU Problem with TForce 6100-939

My board is having issue with the Top Power EP-500W PSU.

When I power up the board, there will be a high pitch whine coming form the PSU. Under load, the sound gets pretty loud and the voltage will drop till 11.2V!!!

Thinking its a PSU issue, I exchange the PSU and the problem remains. After that, I pass the PSU to my friend who is using an Asus P5WD2 Premium w/X1900XT. Surprisingly, the PSU has no problems on that board.

I am currently using the Super Flower 400W. The 12V drops a little low (11.68V) under load but no issues.

I having a feeling that either my board is faulty or the TForce has a design issue which causes it to be pricky with PSUs (same as what happened to the Gigabyte boards).
 
It's a great PSU. Same innard's as Tagan 2Force's and OCZ Powerstream's. In fact, TopPower manufactures the insides for Tagan and OCZ.
 
I do know that Top Power is a pretty good brand. Tagan and OCZ are OEM by them.

The issue is that I don't understand why the votlage drops so much under load. I don't think its the PSU as it works well on a 920 oc to 4.4GHz w/X1900XT on P5WD2 Premium. The power consumption of that system is way higher than my Opteron 170 oc to 2.6GHz with X1600 Pro.

Thus I am suspecting either there is a design issue with the board or my board is simply faulty. Before I send my board for RMA, I just want to check if anyone else is facing the same problem.
