PSU power problems?

I've been having a bit of problem with my PC lately and trying to diagnose it is a pain. I think the problem might be that i'm using to much power and my PSU is not powering all the devices. Are there any apps out there that record the power usage of a computer even before it loads windows? BTW i'm running an Antec Neopower 480w dual rail PSU.

Here are my system specs just incase (All of these devices are taking some amount of power):
Athlon 4000+ 2.4 gHz
2x 1gb Patriot memory
2 harddrives
CD drive and CD-DVD RW drive
BFG 6800 GT OC
Audigy Xi-Fi extreme
Have a heatsink fan and also 2 other fans running
Keyboard and mouse
Printer
Dell Axim 51v device
Ethernet Cable
Monitor
 
What brand motherboard? There were known issues with early revisions of the Antec Neopower PS's and Asus motherboards.
 
Your 480 should be fine for your build.

I thought that was just the NeoHE. The original NeoPower is a completely different power supply then those.

It's difficult to diagnose a problem without knowing the symptoms. What problems are you having that are making you question your power supply?
