PSU or Mobo not working?

I've got an Antec 380w, and a Dell 500w. Both power up, lights come on, fan spins.

Connect them to a Gigabyte b85m-d3h, with an i5-4590.

Both give me the same issue. Powers up for a second, CPU fan spins, then power off. Prices will repeat until PSU is turned off.

I know the CPU works, I pulled it myself from a working machine. Mobos and psus both came used to me, untested.

What could be my issue? I'm guessing both psus aren't bad. So most likely mobo? I've never used lga 1150, last I built was an Athlon system. Is there anything different to set these up?
 
Faults like that can be mobo, Psu, or cpu related. I would remove the cpu and see if there are any bent pins. Having 2 very different power supplies misbehave exactly the same way would be unusual.
