PSU not turning on

I have the X3 1000 Watt PSU and I'm still waiting for my CPU to arrive. In the meantime I wanted to power it up and test out some fans I have. I plugged it in and hit the main switch and it does not turn on. Do I have to trigger it with the power button for it to actually go on? It seems like it should just go on with just the main switch. Any idea?

It wont power on until the motherboards tells it to do so.
The motherboard connects the green wire to black on the big power block to power up the PSU.
If you short the green wire to a black wire, the PSU should power up.
