PSU Issue after Shut Down

I just replaced my PSU with a Thermaltake Purepower 430W.
After Windows XP shuts down, My Case Fans, Video Card Fan are still spinning (not full speed), My HDD light is still on. After a few minutes the case fans connected to the MB shut down, but the fans connected to a 12V source are still on. I checked the voltage at the 4 pin connector, and it indicated 3.3 V. It's almost as if the computer is in Standby mode, although the voltage would 5V.
Motherboard is an ASUS A7N8x-E Deluxe.
Is this a PSU or Motherboard Problem? Any help would be appreciated.
