I have a strange problem with my Tagan 1300W. I went away for holidays for a month and when I came back noticed this behavior.

When I turned power on my power surge protector (Before trying to even turn on the PC), just allowing the power to run from the socket to the PSU, it starts quickly flashing like trying to power on itself but it can't.

What is going on with it and is there any way I can fix it myself?
 
Have a look at this video, psu is not connected to any components and it is PowerCD on riight after pluging it in to the socket. You can see it flashing, in real life it is more visible than on video.
