Should a PSU start up without it having any connections, save from the power to it?

I even tried it with a couple of fans, and it won't start, something Im missing?
 
Nope, to start an ATX power supply without a motherboard, you need to short the green wire from the ATX connector to a black wire. It should start up then. Be aware, however, that starting a power supply without any load on it is a bad-idea for switched-mode power supplies. You need to throw a drive or something that draws off the +5v and +12v to be safe. Otherwise, three things could happen
1. It just won't start
2. It'll start and run fine
3. It'll explode
