Installed 1 E6850 CPU
Installed 1 ASUS P5W DH Deluxe Motherboard
Installed 1 GB Corsair 5400C4 Ram
Installed 1 ATI 1950XTX
Installed a BFG 650 Watt power supply unit

Computer reboots/bsod when opening the basic windows media player
Computer takes 30 seconds from the time you press the power button to show bios posting on monitor.

-reinstalled windows incase of driver conflict
bsod's/random restarts opening very basic apps.

Is the PSU most likely?
 
could also be RAM.
I had a computer that took a while to post and it turned out to be the HDD.
 
It turns out that you were 100% right, it was the RAM.

I removed the 5400C4 and replaced it with my spare OCZ 1066Mhz
-No crashes and it shows the monitor bios post in exactly 4 seconds
from the time you press power.
