Ok so here is my problem.

I get to my room and find my computer off (i usually keep it on).
I attempt to turn it on and just the PSU fan turns on.
I immediately turn it off and then unplug all unessential components.
I tried turning it on again and then green sparks come out the back of the PSU.
Obviously the PSU is crapped out.

I get a new PSU hook everything up, and everything turns on, lights, fans, everything. The video card has power, hard drives are spinning. Looking inside the CPU everything looks operations normal but the keyboard and mouse don't receive power and there is no output going to the monitor.

I replaced the motherboard and ram and get the same results.
I tested the cpu and video card in a friend's system and both are working.

Anyone have any suggestions?
