I am suddenly having odd computer issues.

My computer will run fine, but when undergoing CPU intensive tasks for a bit will suddenly shut down, and then refuse to even begin to boot for at least 15/20 minutes. If I start it again after this time it boots up fine.

As I reach behind my case I Feel no air coming from the PSU usually, although the fans occasionally come on. Should these be running all the time? Is my PSU perhaps failing/overheating and causing this weird crash syndrome?
 
If the PSU's fan(s) aren't spinning while the system is on, there's a very good chance that the PSU is overheating.

PSUs (should) have built-in thermal protection, which shuts down the PSU once a certain temperature has been reached. It then takes a certain amount of time before this protection enables the PSU again (after the unit has cooled down).
 
Sounds like the prob then. I am probably overloading my PSU anyway (P4 2.4 with two HDs, Radeon 9500 pro, bunch of other stuff on a stock PSU that came with my tower). Sounds like upgrade time.
