PSU Doesnt turn off.

Im working on a HP Pavilion 6535 machine and as soon as I plug in the power cord the PSU turns on. The computer doesnt turn on, just the PSU. THen I turn on the PC and it works fine. But when I go to shut down the PC the PSU is still on but the computer turns off normally. What would cause the PSU to be on all the time? Thanks!
 
This might sound silly, but is there an on/off switch on the PSU? PSUs are designed to give a tiny amount of power to a board, even when switching off by the case switch. If theres no switch on it, i wouldnt worry about it too much, just unplug it when working on the insides.
 
There isnt an on/off switch on the PSU. I switched the PSU over to 220 and plugged in the power cord and nothing hapenned, like it should be. But as soon as I swapped it back over to 115 it kicks on. Im just trying to figure out why it doesnt turn off when it should. Could it be a defective power supply?
 
Without a switch, how would it know when to turn off? Like i said, they are designed to give a small amount of power to the mobo, even when the PC is turned off.

Well all the power supplys that I have bought for my computers I make have switches, but I have yet to come across an HP, Compaq, Dell, ect that does have a power switch on its OEM PSU. The switch shouldnt be the only thing to turn it off. When you exit windows it should trigger something to turn itself off. Just like any PSU with a switch, you guys dont have to flip the switch to turn off the PSU after you shut down. This one keeps running, fan and all. I think I am just going to replace it, too much work trying to find out whats wrong with it.
 
many still lack the switches, very hard to say without knowing the PSU in question
(and even if we did) it could be a signal issue in the supply or the mobo, it could be the supply runs the fan after shutdown for additional cooling (some do that) it could be a cheap supply that cant provide the low draw to the +5VSB (+5 VoltStandBy for wake on LAN\WAN) without needing the fan on

if you leave it alone does it eventually turn off?
(would denote a temperature controled fan)
