PSU always on

I'm currently attempting to put together a system using parts gleaned from 2 old systems of mine, but I'm running into a problem now that everything is assembled. I finally plug the power supply in and turn it on and the whole system just comes to life. Pressing the Power and Reset buttons on the case has no effect. I took the PSU out of another case, hooked it up and the same thing happened. I even took the faceplate off that case to try its Power and Reset buttons, but there was no difference.

Here's the parts in the new system:

Asus A8V
AMD Athlon 64 X2 4400+
ATi Radeon X1650 Pro
160GB Seagate Barracuda 7200.9 SATA HDD

PSUs:
Antec TruePower 330
Antec SmartPower 400

Cases:
Antec CS200
Antec 1040BX II

Any idea what the problem could be here?
 
start from nothing and go from nothing..

check your motherboard manual and look at the front panel connectors..see which ones are the + and which are the -

for the connectors them selves color is positive white/block is ground or negative.


if this isnt a problem then only plug in the cpu,mobo,ram,video and see if it stays powered down. if it does work your way up to see what is causing it.
